LOCAL CONTROL AND ACCOUNTABILITY PLAN (LCAP)
The LCAP is the touchstone by which we guide and execute our efforts to educate children. It is comprised of goals that focus District practices and resources to ensure students are college and career ready upon graduation. The LCAP shows the alignment of LBUSD curriculum, instruction, assessment, and interventions with the eight State priorities. All stakeholders understand how the LCAP is constructed, how it reflects the District vision and mission, and the importance of ensuring fidelity to the goals.
The Local Control Accountability Plan is a component of the Local Control Funding Formula (LCFF). Under the LCFF, all local educational agencies are required to prepare an LCAP, which describes how districts intend to meet annual goals for all pupils, with specific activities to address state and local priorities.
Over the past year, members of the Laguna Beach LCAP Advisory Committee have been updating the Local Control and Accountability Plan with input from the School Advisory Councils, Parent, Staff, and Student Surveys, and other district stakeholder groups. On June 14, 2016, a Public Hearing was held regarding the submission of the 2016-2019 LCAP for Board of Education approval.
On June 28, 2016, the LBUSD Governing Board approved the 2016-19 Local Control and Accountability Plan.
Laguna Beach Unified School District Goals
Each stakeholder has the opportunity to provide meaningful input, and through that process, develop a deeper understanding of the magnitude of work to be done and the valuable role they play in supporting student success.
The state legislature mandates requirements for stakeholder engagement in the LCAP building process. LBUSD stakeholder engagement is detailed in Section 1 of the LCAP. LBUSD reached out to students, parents, business and community partners, faculty and staff via in-person meetings and an online survey to elicit input. Each school formed a School Advisory Council to create school goals aligned with the District LCAP Goals. The School Plans were then used to determine actions and expenditures for LBUSD. It is through the engagement of stakeholder representatives and review of District data on student performance that district goals and actions were determined.
This section identifies the LCAP actions and services, as well as related expenditures. Section 3A aligns the goals, related state priorities, and services and actions that serve all students and identified groups of students. Section 3B specifies additional actions and services directed to serve and support English Learners, re-designated fluent English proficient students, foster youth, and low-income students.
LBUSD is a basic aid district and does not receive additional state funding, however we still provide many supplemental services to assure that ALL students’ needs are being met, including:
- Expanding CTE pathways, ROP Courses, A-G Courses, and STEM Electives
- Purchasing and maintaining technology to support 21st Century teacher and learning
- Continuing and expanding MTSS, including intervention classes and RTI coordination
- Refining reclassification process for English Learners to ensure monitoring after reclassification
- Free bus transportation for low income students and general education students for extended day and additional support classes

The LCAP is an ambitious document created from the input of the Laguna Beach USD community. This document meets both the requirements of the state and the expectations of the District's stakeholders. The LCAP is a significant change in how school district funding priorities have been set, for the first time mandating significant engagement of stakeholders and demanding specific accountability for the effectiveness of the adopted strategies.
